I used Chris_WNC's solution of screwing a 1/8 npt brass fitting to 1/4 barb into the release port of the surge tank and then running a hose from it under the car. That fixed my mystery fluid on the tank issue that you also seem to be experiencing.

The coil should not be adjusted based on the tires, it should be adjusted to get the correct suspension setting. Wheel offset or spacers should be used for tire clearance issues.

Can I ask why you feel it is a necessity? This is an honest question from someone with a turbo-swapped LSJ running an open diff. If it is for traction purposes, I'd start with stickier tires. Once I added proper tires, traction was no longer an issue.
