Not sure about Canada, but here in the US Copart and IAA can have cars sold by people/organizations unrelated to insurance. However, the old adage "Not all cars at the auction are junk, but all junk cars are at the auction" is still pretty accurate.

This Cobalt appears to be listed by a non-insurance seller, and since its listed as "starts" and not "Runs and Drives" tells me there's definitely something wrong with it and someone is trying to unload it at the auction.
