My hood is half gloss half flat what gives? Has anyone seen one like this? Should I sand off gloss to prep for wrap or paint.

Gloss should always be sanded as prep for paint. And typically you want all surfaces to be fairly similar when painting, but how close they need to be depends on paint buildup, in particular type of primer.
I would think the surface needs to be pretty close to the same for wrap, but that might mean the non gloss needs to be painted before wrapping more than scuffing the gloss. But I don’t know that much about wrap.

I’m sure the wrap needs a smooth consistent surface, free of defects. I don’t know if your non gloss surface meets that criteria. It might just all need sanding with a high grit sand paper prior to applying.
