What is confusing about it? This is something that got altered in the harness working process so I want to rule it out. I thought just popping some harnesses off the connectors and checking across the wire would be fast and possibly the source of my issue.

Your diagnostic procedure doesn't mention checking continuity. Checking a short to ground isn't the same as checking continuity between the ends. Check continuity to ground from cluster end. After you check and see if the light goes out with the PCM end disconnected.
And make sure that you are checking for the short to ground using a known good ground. This is where I usually recommend checking at the negative terminal connection of the battery.
