IDAHO Registration

Has anyone registered a Goblin in Idaho? The IDT" Vehicle Investigator" tells me that the Goblin doesn't meet DOT requirements for road use. They will register them for recreational use like a side-by-side and can't go on highways. Only streets/roads with speed limits of 45 and under. Anyone know of a "workaround" ?
I live close to the Washington border maybe register there? My kids live in Wa. maybe one of them could do it.?

I'm not familiar with the rules in Washington state, but, Montana is the ever-present workaround option.
