Looking at all the chains offered on Rockauto, looks like some have 2 blue links and 1 yellow, or 1 blue and 2 gold, or 3 blue... I would be surprised if there's only one differently colored link in the whole chain. Any chance if you keep rotating it around you'll end up with a colored link (of any color) on both the intake and exhaust cams at one time? Again, with spark plugs out the motor's easy to spin as much as you need it to off the crank pulley bolt. We won't be able to be 100% sure timing is ok without pulling the front cover to see the crank sprocket, but it's possible to be 100% sure timing is off just from looking at the top end.
I find it interesting that your intake and exhaust cam sprockets are different. The intake cam sprocket looks GM and has a GM part number. Both Cloyes and Melling sell sprockets with holes only and without the triangle and diamond indicators. Suggests to me timing's been done, and I'd think it's much more likely that timing was installed a tooth off than that it jumped after install.
