V1 Should my wheels be rotating?

I have the manual transmission and when I put it in a gear im still able to turn the wheels. If bled the trans and the clutch is firm. Is this normal or should I be expecting the wheels to not turn if in a gear when then car is off?

No that isn't normal.
When a manual transmission is in gear, the wheels can turn if:
- it has an open differential, one rear wheel move one way, the other rear wheel moves the opposite way.
- the engine is turning over with the rear wheels
- the clutch isn't working correctly, and allowing the transmission to not connect to the flywheel (clutch slip when the clutch pedal is out).

To piggyback onto @Ross reply: for the first answer - the wheels turning the same direction or opposite directions? Opposite directions will happen with the open differential. Same direction and you have possibly one of the other 2 answers he gave.
